Closing in favor of the rubocop 1 upgrade with fewer changes. This could be taken back up as a later change but a lot more thought should go into making upgrade easy. |

Upgrade to rubocop 1, remove
DisableByDefault, then clean up any duplicate configuration to leave only bixby's opinionated configuration.
