Audit the membership of GitHub Teams for the samvera-deprecated Organization

This follows #83 and #86, and should also likely maintain parity with the same members for each samvera Team.

This needs to be discussed with the Samvera Community Manager, but I suspect that this may be decomposed into several actionable items (and possibly a discussion).

This was resolved with the following actions:

• Created and ensured that the emerita Team is at parity with the samvera emerita Team
• Created and ensured that the contributors Team is at parity with the samvera contributors Team
• Set billing for the Organization to @heathergreerklein
