ProcessGroup entries won't show up in dropdown lists unless 'Show Templates' is enabled

Describe the bug
ProcessGroup entries won't show up in dropdown lists unless 'Show Templates' is enabled from the 'Program Groups' settings.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Forced Programs'
2. Click on 'Force Program'
3. Expand the list
4. No 'Group' entries, defined by templates, are listed
5. Go to 'Program Groups'
6. Enable 'Show Templates'
7. Repeat first 3 steps
8. 'Group' entries, defined by templates, are listed

Expected behavior
It should list them all without enabling 'Show Templates' from the 'Program Groups' settings.

Version 0.9.4 doesn't seem to fix the bug. Also, group selections are not saved or saved incorrectly. (See the video for more information)
