If there are shortcuts which point at the same file (but with different parameters) then it is possible to pin only one of them.
In the picture you can see four shortcuts that point at the same EXE file (but with different parameters). If one of them gets pinned, the rest of the shortcuts is considered pinned as well so it is not possible to pin them separately. Only one of them can be pinned at the time. As you can see, despite the fact that the currently pinned shortcut is "BF2ALL64", other shortcut titled "Battlefield 2" which points at the same target file as the BF2ALL64 one, is considered by Sandboxie as pinned.
