GPL-407 Store sample data from external sites

User story
As a dev team we would like a service to store sample data from external sites. This data arrives as CSV files on an internal SFTP server.

Acceptance criteria
To be considered successful the solution must allow:

1. connect to and download the latest CSV files for a site
2. update (drop and recreate) the sample data for that site

"For the old temporary RNA plate barcode, I don’t think we have any left. The format is RNA_xxxx
I can photograph a new barcode which will be our standard moving forward"

First plate maps expected from Alderley park on 22nd.

• New file every Monday
• Whole LIMS export (not incremental)
• Date in file name
