GPL-502 use sample type column to determine plate purpose

User story
When tube racks or plates are scanned into asset audits I want the wrangler to look at the sample_type column in cgap_heron table and use it to specify the plate purpose to SequenceScape.

Acceptance criteria
To be considered successful the solution must allow:

• If sample type is extract create a TR stock 96 (if tube rack) or a LHR stock plate (if plate).
• If sample type is lysate or primary create a Heron Lysed Tube Rack (if tube rack) or Heron Lysed plate (if plate).

Additional context

1. x501 on CGAP backlog (in progress) will add a new sample_state column which will be the current state of the sample (lysate or extract). If x501 has been released then instead of using sample_type column as described above, use sample_state column. Sample_state on release from cgap will either be extract or lysate.
2. Laura investigating if TR stock 96 and Stock plate are the most appropriate plate purposes to use for extracts - spoke to Danni and James (29/05/20) - we would prefer TR stock 96 and LHR stock plate - I've edited the acceptance criteria above.
