Don't scroll down when opening a dialog

Description

If I open a dialog, the page underneath scrolls down to the very bottom. It is annoying when I lose the context of what I was doing before opening a dialog and I have to scroll back to the previous position.

It still doesn't always behave as expected - sometimes it gets back to the top of the screen (where the button opening modal is), sometimes scrolls to the middle of the page, and sometimes is still at the bottom. 🤷
