sass-lint doesn't find the project configuration

If I understand correctly sass-lint should try to find a .sass-lint.yml or package.json the current folder and then continue with the parent directory and recurse until it's found. Currently however it doesn't, it will only try to find a config file in the current cwd if not specified.
