Watches function from controller-runtime/pkg/builder currently watch resources globally and does not enable filtering the watched resource by any selectors. This issue is captured in kubernetes-sigs/controller-runtime#244 which is currently in progress. Once a solution is found for this issue, watch pods created by custom resources for efficient controller reconciliation.
