Wrong State info for Bangladesh for teacher registration #4024

Kind of continuing from #4019.

Per the current information Scratch has about Bangladesh, it has about a hundred states; while in reality, the number is simply zero. The states which Bangladesh has according to Scratch are all Bangladesh's 64 districts appearing repeatedly while teacher registration. This makes it confusing for teachers while registering because they get asked for the state they live in while they do not live in any theoretically.

Steps to Reproduce

Select Bangladesh as your country during teacher registration and complete all the necessary steps to reach the address step.

Operating System and Browser

Windows 10 Pro, Chrome 83.0.4103.61 (Official Build) (64-bit), Android 6, Chrome 80 (64 bit) (Official build)

https://github.com/LLK/scratch-www/blob/develop/test/unit/lib/country-data.test.js#L120 says that there are 71 sub divisions in Bangladesh (which is right) If you really want to include states, then there are eight divisions in Bangladesh, which (even though they are not so different in terms of administration; and laws, tax etc. are the same for every division) might be safe to consider as states.

The data is from iso-3166-2 - maybe bump that?

@apple502j, I searched in Wikipedia for what it contained and they have got the right information- 64 districts and 8 divisions. However, as I have stated in my previous comment the info about my country (Bangladesh) having 71 sub-divisions is correct, too; but not the way how the country's administrative works are conducted.

@R4356th what is tricky is that each country has different names for what we might call "states" -- and, as you say, some countries have no real similar concept.

We could just not require a state to be selected -- that would be the easiest change. Or we could add country-specific settings, so that only Divisions of Bangladesh, and not Districts, would show up in that list.

@benjiwheeler, I guess you collect state data because your servers are in the US, where states are highly used for administration. But the case is not similar for the entire world. As for Bangladesh, if you want state data, then you could collect division data as you have already mentioned. This page on our government's website has that information. (That page is in Bengali by default but you can change it by clicking on the button that says English. Google Translate or any other similar software is not reliable.)

I feel good about us using “State / Region” and making it an optional field. Adding Region, while making the string slightly more awkward, would probably communicate to folks that the form is more inclusive outside of US. And making it optional means that if they don't feel well-represented or feel it's not very relevant, they can skip.

One thought is– maybe we should double check with the community team that making it optional is okay, because it would also mean US-based teachers would now be able to opt out of that field

@kathymakes, what about checking for the response about country and acting accordingly?

@R4356th thanks for pointing out this issue. I am from Bangladesh and recently created a teacher account and found this issue.

I agree with @benjiwheeler that not all country have the concept of State or Regions. Like in Bangladesh we do not have this. We have administrative areas as Country > Division > District.

My suggestions would be change the word "State" and add the one which is appropriate for that country. For Bangladesh I would suggest to use Districts (total 64). This will help to group and make teams with other teachers in that area. Divisions are larger areas, on an average each Division has 8 Districts. So the District based teacher communities would be more relatable than the Division.
