As discussed with Jean Haury :
Todo : allow applying negative or positive velocity offsets on specific voices (trackid / channel pairs).
This is useful for isolating specific voices in musical pieces based on counterpoint, i.e. pieces structured in 4 superimposed melodic voices.
The GUI (# of control sliders matching the existing trackid / channel pairs) can be automatically inferred from the MIDI file contents.

NB : this probably means that we should add a "track" field to the noteData struct
