INIT timer in the order of 30 or 60 seconds not taken into account, #636

Setting the INIT timer to a value such as a minute or half a minute does not seem to be taken into account. From the code it seems like its capped to the netRTO. Is this normal, lksctp does allow higher values.

Can you share the code you are using to configure the parameters? What is the netRTO?
