cc algorithm based on packet droped maybe not sutiable for network now, is it possiable adding BBR Congestion Control algorithm for usrsctp? Can it be planed?

BBR can be implemented in SCTP, however it would also require an implementation of pacing. Please also note that there is currently no specification of the BBR version currently being tested by Google. Older versions are know to have substantial limitations.
