Add report an issue from the advisor

There are cases, like stall detection or large allocation detection that the advisor identify an issue that the users should report and cannot handle themself.

For those cases we should add an optional button for opening an issue with Scylla, an additional script should make it easy to upload the metrics (that will be a different issue)
