Isolate JIT scripting issues pre-1.8.0 #60

The test suite currently skips all JIT scripting tests for pytorch pre 1.8.0 due to a fatal error in decoding tests. It's not happening on my local machine. It'd be good to look at this more closely before talking about JIT in the docs.
