Make errors shareable

As a product manager, I want to send the error message to the developer or include the message in a ticket

Given a link to an error.

Phase 1 -- user navigates to the annex.link/{errorGuid} and we present the user with the error information, there browser information, the location of the error, etc.

Phase 2 -potentially -- If the user has the extension installed, we can highlight the link and on hover/click of the link, we inline -- without opening in a new tab -- the error details with a link to the view it in new tab.

The link page could be a good place to promote the extension. It's possible that we would have the extension listen for that url and disable the promotional content that would be pointless if the user already has the extension.
