Correct ansible-lint.conf except rule #221

The file ansible-lint.conf is used by the workflow ansible-lint.

It create many exception for ansible-lint rules.
Some of them are wanted but these 3 rules should not be skipped.

no-handler
no-changed-when
no-relative-paths

Fix the problem in the ansible repository and remove the exception for this 3 rules in the CI.
