Feature: add check on relevant files #2

This issue introduces a nice to have feature to be tackled in a future release.
I would like the issue opener to open an issue also when:

file README is not present;
file AUTHORS is not present;
file LICENSE is not present.

This can be easily verified just by calling the APIs.
