Show history issue from Powerbuilder 12.5

What steps will reproduce the problem?
1. Open PB library painter
2. Right click on an object and select "Show History"
3. Show history opens showing "From" and 'To" dates as 12/31/1969 and dates 
can't be changed and if you tried to change the dates you get a message that 
"Parameter is incorrect"; also indicates the node could not be found, however 
the node is there, see attached file.
What is the expected output? What do you see instead?
I expected I was able to change dates and see my changes

What version of the product are you using? On what operating system?
Powerbuilder 12.5. TortoiseSVN 1.71.1.22161 and PBSCC 2.01.80
