[BUG-6225] Transactions History Page does not include dates selected when downloading

Steps to Reproduce

Download full monthly transaction log for 5/2014, (5/1/2014-5/31/2014)

• select range of dates to download

• download one of the file options

• compare dates to see discrepancy

  Actual Behavior

  Tried to download 5/1/2014-5/31/2014. File downloaded only included 5/1/2014-5/30/2014. This included both XLS and CVS files (did not try XML)

  Workaround was to include dates 5/1/2014-6/1/2014 - this resulted in a file that includes transactions from 5/1/2014-5/31/2014.

  Expected Behavior

  If I select dates 5/1/2014-5/31/2014, it should give me a file that includes these dates, not a file that includes a portion of these dates. It makes it very confusing to know what data is actually being downloaded!

We have a couple of issues related to time zones, and this appears to be related as well. A solution is in test and should be released soon.
