Heya StrawberryEssence,

I see you only joined Second Life today, so you will have been given one of the new fitted mesh avatars and all new avatars that you see will likely still be wearing one of these new fitted mesh avatars.
There is a known problem with these avatars on AMD graphics cards with certain graphics settings - please see BUG-5156 for details.

One of the workarounds for this bug is going to Me -> Preferences -> Graphics -> Advanced and ticking "Advanced Lighting Model".
Enabling Advanced lighting model can cause performance loss on some systems.
If you find that your performance is suffering when you enable Advanced Lighting model then go to Me -> Preferences -> Graphics -> Advanced and untick "Hardware Skinning". This should also stop the avatars rendering incorrectly.
Note that disabling Hardware Skinning can cause a performance drop on some systems and most mesh will look pretty ugly and have bad shading.

If you are still having problems with your own starter avatar rendering, then please go to Me -> Choose an avatar -> Classics and select one of these avatars to wear it.
None of the avatars under the Classics section are affected by this bug.

You are also on a fairly old graphics driver version there - 8.17.0010.1191, which is the 13.5 catalyst.
You should update your driver to the latest version, the 14.4 catalyst, which can be found here: http://support.amd.com/en-us/download/desktop?os=Windows%208%20-%2064#amd-catalyst-packages.
Updating your driver will not fix the stretched out bug you are seeing with the starter avatar or other fitted mesh avatars but it will fix a similar bug that affects other rigged meshes that are not fitted mesh (see BUG-5139 for details on that).

Hope that helps!
