[BUG-9662] Blended alpha textures are not lit by ambient light from projectors #17138

Steps to Reproduce

Rez mesh with alpha texture applied to at least one face, set to blend. Create a projector light source and aim at object. Adjust ambient light and move it around.

Actual Behavior

Under the Advanced Lighting Model, blended alpha textures appear only to be lit properly by initial projected light, rather than both the projected light and ambiance. Please refer to the attached graphics for an example.

Expected Behavior

Ambient light should affect transparent textures the same way it affects solid textures. Textures using the masking method are rendered properly, however this negatively affects bump rendering.

Other information

This is noticeable whether the item is rigged or un-rigged.
