Steps to Reproduce

This can be reproduced with any viewer, by any avatar. All you need to do is stand still and wait until a child avatar is created.

Actual Behavior

This issue can reliably be reproduced in the region The Farthest Shore. Over the last half year we have treated this as a region performance issue with numerous logged support calls. We have done extensive tuning of the sim. The number of scripts in the sim has been cut by 2/3, textures have been converted to lowest useful resolution. Temp-rezzers have been removed. We have even tried moving the sim to Blue Steel (it was on main channel).

Lately we became aware that the spikes we saw were related to avatars logging in or arriving in nearby sims (child avatars). Whenever that happens, the sim goes into a 3-5 second "freeze". Support has asked me to report this as a bug.

This is a sim with competitions. It is highly dependent on good performance. The lag spikes ruin the competitions. It seems that an avatar arriving in a surrounding sim draws an unreasonable amount of resources from the sim during the 3-5 first seconds.

Expected Behavior

I was expecting that the sim would keep performing normally when avatars arrive in surrounding sims.

Other information

This is a very frustrating issue, one that ruins the sim's use for competitions.
