[BUG-225145] HUD attachment tooltips

How would you like the feature to work?

The viewer UI offers tooltips to assist end users with identifying what button does what, unfortunately for content creators there is no alternative for custom HUD attachments, I propose an extension to the Client code that allows creators to define a simple tooltip when a users mouse cursor is hovered over the relevant prim.

The description field would be a great source for the content of the tooltip as it is already implemented and easily accessible.

Why is this feature important to you? How would it benefit the community?

There is no way for creators to give hints on their custom User Interfaces besides in nearby chat(which can be missed or fly by upon login etc), with an addition of HUD attachment tooltips there would be a lot more options with interface customisation as peolpe would not be forced to use prims with images that include text and in turn be forced to make such prims rather large to make them easily readable.
