In your parcel you'd be able to set different "zones" based on height, very similar to how EEP does it.
Inside each of these "zones" content (avatars and objects) would only be rendered if you were in that parcel and your avatar was within the defined zone.
If you were inside a zone, objects outside of that zone, including objects in other parcels, would not be rendered. You could have two skyboxes right next to each other but only the one within the zone your avatar was inside would be rendered.
Why is this feature important to you? How would it benefit the community?
Game engines use zones like this to limit the amount of content being rendered at one time, boosting performance. That is the primary reason I'd like to see this feature implemented in SL.
It would also help landowners in designing their environments. Skyboxes would no longer clutter the sky. You'd be able to place your skybox at any height and have a clear view outside your windows.
People who build vertically would be able to place different levels closer together while still getting the performance benefits.
Environment designers building mazes or games where being able to alt+cam around to find solutions would break the experience would have more control.
Privacy for skyboxes would be another benefit. Landowners would no longer have to worry about peeping toms or uninvited guests.
With this approach, if there is a concern about the ground level "shared experience", then a minimum zone height could be set and all of ground level could be its own zone and work as normal, only skyboxes would be effected.
