[BUG-10313] SL Forum no longer allows upload of custom profile badge/card images.

Actual Behavior

Since the inception of the Lithium forums, we've been able to create custom avatar profile badges/cards by uploading images from our computers. That ability appears to have been removed during LL's most recent noodling with the forums. Now we have only the mis-documented ability to upload the tiny avatar image into the upper left of the profile badge/card and to select from one of the four "profile card themes".

Expected Behavior

I was expecting the forum software to continue working as it always has, allowing me to select from my uploaded images to create a custom forum profile card background, as I and many others already have.

This applies to Windows systems as well as Macs.
