Heya Renegade,

Are you actually seeing the snapshot floater open when resizing the viewer window or is it freeze frame mode that's getting triggered when you resize the viewer window?
On the latest default release (Second Life 3.8.6 (305981) Oct 13 2015 17:30:25 (Second Life Release)) I cannot reproduce the snapshot floater opening when resizing the viewer window, but freeze frame mode still triggers if it is enabled in the snapshot window - see BUG-9952 for that bug.

Hi there, it is the freeze frame mode not the floater, however to close freeze frame mode I am pressing CTRL+SHIFT+S to open snapshot floater then closing it.

Yeah, this is BUG-9952 then.
You are on an older version of the viewer, but that bug still reproduces on the latest release.
Best thing to do for now is to make sure freeze frame is left unticked when you close the snapshot floater after using it.

There is a fix lurking upstream in Lion for this bug: https://bitbucket.org/lindenlab/viewer-lion/commits/41d2fbf5ab927c2201753d87609e373f9ccdcba3
