lint: Configure & commit custom codegen files

skuba lint currently limits autofix commits to files that we know that we may codegen or otherwise modify. This is a measure to prevent accidental commits of ephemeral files like .npmrc.

Per #1122 (comment), we could have a configuration option or some well-known file paths so that consumers can integrate their own codegen into the autofix commits.
