Are there any future plans to work on this project or can we safely assume that it is no longer actively maintained and probably won't be in the future?

Not sure. I'm wondering the same thing. It's a shame because I really liked Nightmare and had invested a decent amount of effort getting it to work in our app.

It seems that nowadays most are opting for Puppeteer.

I switched to nightwatch, which shares a similar syntax although unfortunately it is not maintained very actively neither (but at least a bit from time to time as it seems).
