1.0.1-alpha: Implemented the toggle program on/off action

Added an action that can enable/disable the input emulation. This action is not bound in the default bindings for the Index controller, but can be bound to a button in the SteamVR controller settings.

First release of IndeX360

First working release of the port to using the valve index controllers. SteamVR needs to be running before starting the app. I recommend disabling steamvr home.
