Dev with different version number on multiple branch paralell

I would like to use 2 release branch, ie. 23r1-release, 23r2-release. (goal is to use 23r1 with 14.x.x version, 23r2 with 15.x.x version)

1. init the 23r1-release and 23r2-release from master,
2. Make a (fix:) commit in 23r1-release
3. New version published (10.8.11)
4. Try to make a breaking change on 23r2-release, because I need 15.0.0 on this release branch, but SR say:
   "Based on the releases published on other branches, only versions within the range >=10.8.10 <10.8.11 can be published from branch 23r2-release"

or

1. init the 23r2-release from 23r1-release,
2. Make a breaking change commit in 23r2-release
3. New version published (15.0.0)
4. Try to make a fix commit on 23r1-release, , but SR say:
   "Based on the releases published on other branches, only versions within the range >=15.0.0 can be published from branch 23r1-release."

Is possible this usecase, and i misconfigured / misunderstanded something? I have read the docs, but I think it is a valid scenarion.
