Anyone find a workflow to create a PR with changelogs and then release when merged?

I really like semantic-release, and really want to find a way to use it for updating changelog on a PR to collect changes before releasing, and still be able to use it for release automation too after the PR merges.

I've found similar mentions of the workflow, just never in relation to semantic-release, and it's the workflow I really want.
