Why are Breaking Changes at the bottom of the release notes? #3043

I was wondering why the Breaking Changes are below the Bugs and Features. For me the Breaking Changes are the most important thing in the release notes. So why make it harder for readers to see them by moving them below the other mentioned points? I would really like to know the reasoning behind that.
