The W3C DXWG is considering extending the scope of DCAT to resources different from datasets (services included). This proposal is documented in w3c/dxwg#172.

The GeoDCAT-AP specification could be revised accordingly, taking nonetheless into account backward compatibility.

DCAT 2 defines a specific class dcat:DataService, and 3 specific properties - dcat:endpointDescription, dcat:endpointURL, and dcat:servesDataset.

DCAT-AP 2 as adopted these class and properties (see SEMICeu/DCAT-AP#73), so they should be inherited by GeoDCAT-AP.
