RPM packages should include changelog

RPM spec provides the option of including changelog in the package artifact.

Customers have requested that we include the Sensu changelog as part of the RPM so they can be advised of changes through native RPM tooling.

Perhaps we can automatically pull in changelog.md from the primary Sensu project repository?

From my understanding, RPM changelogs need to adhere to some formatting rules that our changelog.md does not follow.
