Possible to check and WOL when it dedects a shutdown?

Hi, First want to say it is a great app that helps me a lot in times of need. I just wanted to clarify if it's possible to do what is mentioned in the tile with the app if so how do I go about it? would appreciate it if anyone help point me in the right direction and I'm very new to this. Thank you
