expects a url of a certain type, https://domain.tld/path1/path2, where path1
is blocklist-stamp; if not, path1="dns-query" while path2=blocklist-stamp.
By dealing leniently until such a time that proper blocklist-stamp validation
is implemented in dnsblockutil.js, do not error out when those are indeed
invalid.
