I haven't tried it, but I think it might work.
It should do everything thing that the calibre ebook-convert command does. Here are the docs: https://manual.calibre-ebook.com/generated/en/ebook-convert.html

It detects the type of the document by looking at the file suffix, so if you pass book.epub as the input and book.mobi as the output it may work.

Once you've created the epub, then you need the KindleGen, which should do this rather painlessly.
