Add tab on surge site (non-SH) for surge event recap term reports

Idea is to have a section on the surge site to quantitatively capture the impact of events. These statistics can then be used for data analytics later.

Proposed Solution

Describe how you envision this feature or how you'd like it to operate. Include mock-ups or diagrams if possible.

Design layout should be minimalistic. Similar to FINSAs IMPACT reports, but ours will be event recaps by semester.
