Feature Description

Add a CI/CD pipeline using Github Actions for automatic linting, building, and deployment of the NextJS client to a development environment, hosted on Netlify.

Problem Or Reason

With the migration to NextJS, we will need to renew our CI/CD pipeline to build the NextJS client.

Proposed Solution

A simple Github Action to deploy the development branch should be sufficient. There may need to be some changes to the @sfusurge/surge-scripts package as well
