Initial construction and functionality

This issue should be used to track development of the client up to the release of 1.0.0. Initial functionality requirements can be found on this issue

Just a quick update,

All the MQTT5 underpinning data structures are now in place along with the connect and connack messages, the client can successfully connect to a HiveMQ Mqtt5 broker. Full property sets are supported. Its just a matter now of implementing the rest of the message set and whatever set of protocol rules I put in version 1.

I now aim to complete this towards the end of this month.
