Why While Syncing extension asks for each extension installation

Sorry to open issue here, i tried going to slack, but it simply won't open, i don't know why.
I tried to sync my settings for my Ubuntu work place.
Problem that i met is while syncing extension asked for each installed extension before installing it.
I have like 20-24 extensions and answering Yes to each is kinda boring.
I read extension page here on github and read extension settings in VSCode panel - no help
Force Download, Auto Download is all about another situations.

How do i sync with auto "Yes" to all extensions ? And what is the difference between Yes(but do not sync) and plain "Yes".
Actually some extensions installation wont trigger modal window asking to install or not install. I am completely lost now
