'Download' doesn't install missing extensions #978

Steps to reproduce:

  1. Have a couple of extensions.
  2. Upload settings to Gist.
  3. Uninstall one of the extensions.
  4. Invoke the Sync: Download Settings command.

I'd expected that the missing extension would be installed. Instead, I see this in the status bar:

Sync: You already have the latest version of saved settings.

For now, i suggest you to enable Force Download.
Thats an improvement we need to look into.

Could that be a command instead of a config? It's a one-off thing for me (similarly to git push --force – I need a command / flag for it, not a config option). But that's probably off-topic, thanks for the suggestion!
