GUI - basedata - reduce resolutions widget issues when cellsize is 0.2 #773

If the input basedata cellsize is 0.2 then the reduce resolutions widget will not allow the new cellsize to exceed 0.8.

This is an fmod issue with floating point precision.

Original implementation was under #723
