simplify test packs in CI workflows #6

The workflows are currently packing Gtk with proj and/or gdal. These are pretty heavy duty.

All we really need is two dlls that each depends on one other dll (e.g. a1->a2, b1->b2).

Doing this will also enable some tests that can be run on any platform with a compiler.
