@tdm/tixin was built with TypeScript 2.0 with some refactoring done for 2.1

Now that @tdm uses TypeScript 2.3 @tdm/tixin might leverage new features for it's implementation or might be removed.

Also worth tracking microsoft/TypeScript#4881 for class decorator type mutation
