Document or refactor IndexBlock things

Currently CIndexBlock and its related classes are used to represent some ranges (like [1,2,3]) that are needed to store some groups of features. This code has some design drawbacks but there is no better solution yet.

To resolve this task it makes sense to either document these structures or refactor it to have better API.
