延迟增强，增强未完成之前如何避免压测请求 #33

整个agent现在是延迟增强的，在增强完成之前可以直接在agent端拒绝压测请求吗？还是只能在服务端做限制不能发起压测请求？

现在可以在增强前不处理压测请求，已经修复这个问题
