Instructions in the README page are probably incorrect.

test target only appears when -DWITH_TESTING=ON is set, but then it says:

No tests were found!!!

I can reproduce if I try to enable the test in an existing build direction with cmake -DWITH_TESTING=1 . whereas if the tests are enabled at the first invocation of cmake (like cmake -DWITH_TESTING=1 /path/to/src), then it works.

@yurivict does this match your experience?
