Currently, when trying to start a Wayland session from SDDM login for a user with fish as login shell, the screen turns black and the computer unresponsive.
Ctrl+Alt+F3 (which normally opens a new try) doesn't work in this state.
While waiting for this to fixed upstream by either Fedora or SDDM I suggest that we revert the fix and continue using bash as a login shell and set the SHELL variable to fish at the end of the .bashrc (or something to that effect) to get the UX of fish while leaving the system setup process via sddm with bash.

This issue on sddm seems related although when I tried to incorporate the fix mentioned it still doesn't solve the issue.
